What is a Medicaid Waiver?

Within broad Federal guidelines, States can develop home and community-based services waivers (HCBS Waivers) to meet the needs of people who prefer to get long-term care services and supports in their home or community, rather than in an institutional setting. 

What’s the big deal?

Having a family member with a disability that limits their ability to take care of their own Activities of Daily Living such as bathing, dressing, toileting, transferring (getting in and out of bed or chair), eating, and continence, puts a strain on family resources – temporally, financially, emotionally, and physically.

A Medicaid waiver is a tool for the government to alleviate this strain to improve the lifetime outcomes for the whole community. Individualized care in a home or residential group home in the local community provides opportunities for relationships to be maintained and natural relationships to enhance the life of everyone involved.
