With the April 1, 2025 policy change to the HCS Medicaid Waiver, I recommend all families who are utilizing HCS’s Host Home option consider the benefits of transitioning to HCS CFC PAS/Hab option.
Background
Prior to 2020, HCS has had a policy in place that prevented CFC PAS/Hab employees from living in the same household as the HCS recipient.
Therefore, if an adult HCS recipient lived with their family and wanted the family members to be paid providers of assistance, the only Service Option they could utilize was HCS Host Home.
If the HCS recipient needed a team of paid providers through the HCS CFC PAS/Hab option, the people living with them could not be on the team.
A policy exception was created during the COVID-19 Public Health Emergency, allowing CFC PAS/Hab to be provided by people sharing the same home as the HCS recipient.
On April 4, 2025, this exception was made permanent.
Conclusion
The daily rate paid to an HCS Host Home is not individually aligned to the support needs of the HCS recipient.
The CFC PAS/Hab hours are determined using Form , and individually aligned to the needs of the HCS recipient.
Therefore, this is a more appropriate service, and the care team can include people who the HCS recipient selects regardless of where the provider of care lives.
