Texas Home Living (TxHmL)

Texas Home Living has the same services as HCS, but with a much lower cost-ceiling of $17,000.

The biggest difference between Texas Home Living and the other Medicaid waivers is that the individual must qualify for Medicaid separate from enrollment in the waiver.

  • For other waivers (CLASS, HCS, DBMD, & MDCP, individuals under 18 years old are qualified for Medicaid WITHOUT consideration for family income.
  • For Texas Home Living, the individual will need to apply for:
    • SSI-related Medicaid
      • based on whole family income under 18 years old – only low income qualifies
      • based on individual income after 18 years old
    • Medicaid Buy-In for Children
      • based on whole family income under 18 years old – only middle income qualifies
